Demand and Distribution
Until 2025 the demand for power will increase more than 4 times, reaching a load of 7,2 GW, mainly due to the electrification of 60% of the population, the increase of national wealth and the country’s industrialization. The electricity consumption per capita will triple increasing from 375 kWh per inhabitant to 1230 kWh in 2025. Angola will be in the frontline of SADC and Sub-Saharan countries, but will continue to register a rather low level when compared to other more developed economies.
This growth will not only be on the volume of energy consumed but also on its location. The Trend of the maximum annual energy load per system until 2025 chart shows the load distribution for each year among the different Angola’s electrical systems or regions. It can be observed that although the Northern system remains the main one with a load of 4,3 GW, it will decrease from 80% of the total to around 60%. The Central System will contribute with a load of 1,3 GW, the Southern one with 0,8 GW, the Eastern System with 0,5 GW and Cabinda with around 0,2 GW.

EVOLUTION OF THE NUMBER OF DOMESTIC CLIENTS
It is estimated that by 2025 electricity distribution will serve over 3,7 million domestic clients of which 3,3 millions in the Provincial capitals and adjacent urban areas.
The effort on rural electrification and its associated investment until 2025 will be concentrated in the electrification of all of the Municipality capitals of the country and of some of the Commune townships; either through network extension or through isolated systems. It is foreseen that clients in the
Provincial capitals and municipality townships will represent 97% of the total client base attended until 2025. The supply to Commune townships will be complemented through 500 solar systems – also called “solar villages” – that will attend the main buildings and community services together with an “energy shop” which will provide some services for the local population. The remainder of the population will benefit from basic energy services such as lighting and communications, associated to small individual solar systems that shall be distributed in the more dispersed rural areas.
The following map presents all of the consumption points attended in 2025 and how they are supplied – demonstrating the importance of grid extension for rural electrification. The allocation of rural distribution concessions or of rural distribution/production concessions will allow for the electrification of around 200 sites, mainly municipality townships:
- 174 sites will be supplied though grid extension whereby the concessionaire buys the energy, ensures the billing and collection, and guarantees the operation and maintenance of the distribution infra-structures as well as its growth.
- 31 sites will be supplied through isolated systems in which the concessionaire will be responsible for both the production and distribution. Overall 21 sites are foreseen to be supplied by diesel-based generation with solar support, 9 sites by small hydropower plants and at least one township by 100% solar power.
NETWORK EXPANSION MODEL
The industrialization of the country is a priority of the Strategy Angola 2025. The vision foresees that industry will represent 25% of the consumption in 2025, based on a wide set of structuring projects with an estimated load of 1.134 MW. Industry, including the Industrial Development Clusters (PDI in its Portuguese acronym) and mineral resources – namely iron ore extraction and treatment – are the clusters which will weigh the most in the future load.
Nearly all of the structuring projects identified will be connected to the planned network in 2025, with the exception of only 4 projects representing a total load of 4 MW in the Moxico and Cunene provinces (Electrified Structuring Projects map).
The grid will also be prepared to supply an intensive industry project that, if it comes to be, could represent an additional consumption of over 800 MW. In this scenario it would be necessary to reinforce generation with an extra 400 MW of gas-based generation and with Zenzo 1 hydro scheme.
The electrical network and the overall power system proposed for 2025 will be prepared to support the industrial projects and the clusters and mega-clusters of the Strategy Angola 2025.
